How to write a new hvac installation permit narrative
A first-time installation gets more scrutiny than a changeout: the reviewer has no existing system to anchor on, so your narrative has to establish sizing basis (load calculation), equipment, duct design, and all the terminations from scratch.
What your narrative needs to include
- Sizing basis: Manual J/S/D or equivalent load calculation
- Equipment type and capacity (heat pump, mini-split, furnace + AC)
- Duct layout summary or ductless head locations
- Electrical requirements and circuit additions
- Condensate, refrigerant piping, and outdoor unit placement/clearances

Project Description
This project involves installation of a new ductless mini-split heat pump system serving a detached accessory structure currently without conditioning. The system comprises one outdoor unit and two indoor wall-mounted heads, sized per an ACCA Manual J load calculation.
Scope of Work
- Mount one 24,000 BTU/h cold-climate heat pump outdoor unit on composite pad with code clearances
- Install two indoor wall-mounted heads (12,000 BTU/h each) in main room and office
- Run insulated refrigerant line sets in line-hide channel; pressure test and evacuate to 500 microns before charging
- Install condensate drains with gravity termination to grade
- Install new 25A two-pole circuit from existing subpanel with outdoor disconnect
Materials & Methods
AHRI-rated inverter heat pump system, insulated copper line sets, factory-matched indoor heads, outdoor disconnect, line-hide raceway.
Work Not Included
Subpanel upgrades. Structural modifications. Ductwork (system is ductless).
Contractor Statement
Installation will follow manufacturer instructions and the currently adopted mechanical and energy codes, with equipment sized per attached Manual J calculation.
Mistakes that get new hvac installation permits kicked back
- No sizing basis — new installs without a load calc reference get corrections
- Missing electrical scope for the new circuit
- No refrigerant line testing/evacuation language
